KEEP JUDGE VICKI DAVIS

Vicki M. Davis currently serves as a Circuit Court Judge for the 13th Judicial District of Alabama. Appointed by Gov. Ivey after retiring as an Assistant United States Attorney in the Southern District of Alabama for 21 years. As a federal prosecutor, she has prosecuted a myriad of federal offenses, ranging from mail fraud and carjacking to multimillion dollar mortgage fraud. During her tenure as a federal prosecutor, she served as chief of the criminal division, senior litigation counsel, chairperson of the diversity committee, and the district election officer under President Trump.

As a 1987 graduate of Cumberland law school, Vicki has decades of experience in the judicial system as a prosecutor and as a Judge. Vicki, for nine years, served as an Assistant District Attorney for Mobile County, four of which she served as the team leader for murder prosecutions. She is known for her thorough preparation, court presence, and unrelenting search for truth. She earned the respect of both attorneys and members of the judiciary. During her tenure in the District Attorney’s Office, she prosecuted more than 6,000 cases.

After nine years with the District Attorney’s office, Vicki has served as District Court Judge for the 13th District of Alabama. As a District Judge, she presided over bond hearings, preliminary hearings, misdemeanor trials and civil matters. Her reputation as hard working, and fair followed her from the District Attorney’s office to the bench.

After leaving the District Court Bench she served as legal advisor to the Mobile Police Department and later joined the law firm of Alford, Clausen, and McDonald where she concentrated on complex litigation, medical malpractice defense and mediation. She also served as a municipal court judge in Mobile.

Judge Davis is a graduate of Bishop State Community College, the University of Alabama and Cumberland School of Law. She has been active in professional associations including the Paul Brock Inns of Court, the Alice Meadows Council and the Mobile Bar Association. She was president of the 1998 Class of Leadership Mobile and a member of the 2010 Class of Leadership Alabama. Her volunteer affiliations have included Penelope House Board of Directors, Academy of Public Service Advisory Board, Mobile Area Education Foundation Board of Directors, Blacks in Government, Teen Center Board of Directors, United Way Board of Trustees, Co-sponsor of Boy Scouts Explorer, Boys and Girls Club, Prichard Advisory Board, and Family Counseling Center Board of Directors.

UNITED STATES ATTORNEY’S OFFICE  SOUTHERN DISTRICT OF ALABAMA
Senior Litigation Counsel 2022- Present, 2009-2013
Managed in-house training and mentoring program for the Criminal Division in addition to handing a caseload. Developed and implemented a litigation-oriented in-house training program for AUSAs. Consulted with supervisory AUSA’s to identify needed training opportunities for USAO staff. Recruited qualified individuals, both inside and outside the USAO, to present requested training programs. Participated in the development of training materials. Mentored new AUSAs. Worked with AUSAs in formulating responses to novel legal issues.

Chief of Criminal Division 2014-2017
Supervised criminal division personnel including approximately 16 AUSAs and 10 support staff. Completed mid-year and annual performances reviews for each member of the criminal division and conducted in-person review meetings to discuss individual progress or need for improvement. Interviewed employment candidates. Consulted on annual USAO budget proposals. Directed extensive preparations for EARS evaluation. Reviewed and edited all materials submitted for grand jury presentation. Monitored and participated in monthly grand jury presentations by criminal AUSAs.

AUSA-Criminal Division 2002-Present
Manage investigations and vertical prosecutions of violations of federal criminal law occurring in the Southern District of Alabama. Vertical prosecution includes meeting with agents of federal and local investigative agencies, guiding investigations of criminal misconduct, review and preparation of search warrants, warrants of arrest, complaints, indictments, presentation to grand jury and trial. Preparation, filing and argument of trial motions and post-conviction motions. Additional roles during the course of my tenure included Chair of the Diversity Committee, District Election Officer, member of the hiring panel and Coordinator of Gulf Coast Claim Facility fraud prosecutions.

ALFORD, CLAUSEN AND MCDONALD MOBILE, ALABAMA
Associate January 2001-January 2002
Practice included complex litigation, defense of medical malpractice suits, criminal defense, and mediation. Criminal defense included felony and misdemeanor cases before Mobile and Jefferson County, Alabama courts.

Criminal Court January 2001-January 2002
Presided at bond hearings, misdemeanor and traffic trials. Approved and issued warrants.
Ordered and monitored probation and community service. Set bond and release conditions.

Provided advice and counsel to the Mobile Police Department, drafted and reviewed contracts. Advocated for the department at personnel hearings.

District Court Judge MOBILE, ALABAMA
August 1999-January 2001
Presided at bond hearings, arraignments, preliminary hearings, misdemeanor trials, small claims and other civil suits. Established mediation program for cases in which the amount in controversy did not exceed ten thousand dollars. Presided at civil and criminal jury trials as a special Circuit Court Judge. Empaneled petite and grand juries.

MOBILE COUNTY DISTRICT ATTORNEY’S OFFICE
Murder Team Leader MOBILE, ALABAMA
August 1995-August 1999
Managed the vertical prosecution of murder and capital murder cases. Duties ranged from providing assistance at crime scenes to arguing for the death penalty. Responsible for assigning murder cases to Assistant District Attorneys. Approved charging decisions. Instructed recruit classes of the Mobile Police Academy on legal procedures, evidence and constitutional law. Approved search and arrest warrants, drafted and approved charging instruments and scheduled grand jury presentations. Trained Assistant District Attorneys in all aspects of murder prosecutions. Administrative duties included preparation and presentation of monthly team reports; and monitoring case preparation and presentation. Directed internship program. Member of hiring committee. Worked closely with victims and victim advocates.

Involved in the prosecution of 198 murder, and attempted murder cases. Special prosecutor for case in Lowndes County, Alabama. Trial of murder cases before Mobile, Jefferson and Lowndes County judges and juries.

Circuit Court Prosecutor December 1994-August 1995
Prosecuted all types and classes of criminal offense and District Court appeals before the Circuit Court of Mobile County.

Child Abuse Prosecutor May 1992-August 1995
Solely responsible for vertical prosecution of all child sexual abuse and serious physical abuse cases in Mobile County. Worked closely with social workers and law enforcement agencies providing legal guidance in the investigation of reported cases of child abuse. Screened all reported cases, drafted legal documents, interviewed witnesses, and presented cases to the grand jury. Founding member of the Child Death Review team. Member of the Department of Human Resources Interdisciplinary Team. Trained Rape Crisis volunteers, FBI, Mobile County Sheriff=s Deputies, Mobile and Prichard Police Departments in legal procedures and criminal law specific to child abuse and sex crime investigations.

District Court Prosecutor February 1991-May 1992
Prosecuted criminal misdemeanors before the District Court bench, conducted felony preliminary hearings, engaged in plea negotiations, drafted, filed and argued motions before the court. Second chaired murder prosecutions.

Staff Attorney September 1988-February 1991
Managed criminal defense for indigent clients. Conducted legal research and drafted legal documents. Provided legal representation in the Family Court of Jefferson County for individuals facing paternity suits. Served as guardian ad litem. Provided representation to juveniles who were charged with various infractions before Jefferson County Juvenile Court.
